Files erroneously(?) changed to CC BY-SA after verification

Hello,

I worked with two photographers to get their photos uploaded here on Wikimedia with a CC BY 4.0 license. After uploading the files and directing them to email the VRT with the CC BY 4.0 template provided by the release generator tool, however, I noticed that the licenses were changed to CC BY-SA alongside the file page edits which added the verification checkmark and ticket number.

I thought maybe it was possible that perhaps the photographers changed their mind and communicated in their email chain to the VRT to have it with a SA provision instead, but I reached back out to one of them, and they tell me that they didn't request anything like that and simply sent the CC BY release.

Can someone look into why the licenses were changed to be CC BY-SA, and if it was done in error, to change them to CC BY 4.0?

JFYI, the -SA thing is a bit more restrictive that only having CC-By, as it mandates that any posterior usage of the imagery is also to be done under CC-By-SA. It shows for, at least, a somewhat perpetuated advertising namedropping for the benefit of these photographers, so from the viewpoint of creators, the CC-By-SA combination (which is the most restrictive allowed on Commons) is often better than only CC-By. Of course, if the creators morally want more freedom for their works, they are totally free to imperatively request the switch to CC-By, otherwise, their may benefit more from keeping the -SA. Right, the additional restrictions that CC BY-SA have is why I am concerned by the erroneous(?) application of that license here.

Of course, if the photographers decided they want those restrictions in place, then so be it, but from my conversation with one of them, they never asked for the SA provision to be added, so I think that this might just be a mistake by the VRT?

Hulp bij verwijderen foto zonder goedkeuring minderjarige kinderen

Beste,

Al geruime tijd ben ik bezig met het verwijderen van een foto die van mij is genomen en op een wikipedia pagina is geplaatst. Een foto in prive tijd is genomen en geupload, waarop ik met 2 minderjarige kinderen/fans sta (minderjarige kinderen zijn zowel bij mij als uploader onbekend en foto is tijdens een vakantiemoment genomen). Er is geen toestemming van ouders geweest, maar deze foto staat wel al jaren op de pagina, waarbij de minderjarige kinderen herkenbaar in beeld staan zonder toestemming.

Op 28 dec 2025 heb ik een respons op ticket:2025122610003469 gekregen, waarop een medewerker van contactcenter aangaf een verzoek tot verwijdering in te dienen vanwege bovengenoemde redenen. Ik heb op 2 jan 2026 een verzoek tot verwijdering ingediend, maar verzoek lijkt niet in behandeling te zijn genomen. Iemand heeft op de verwijderoverleg pagina aangegeven dat ik dit wellicht aan jullie moet melden, vandaar dit bericht.

Het gaat om https://commons.wikimedia.org/wiki/File:Revy_rosalia_met_twee_fans-1469960401.jpg. Ik heb meerdere keren een andere foto willen uploaden, maar die wordt om verschillende redenen tegen gehouden door de beheerder van de wikipedia pagina. https://nl.wikipedia.org/wiki/Revy_Rosalia. Ik heb ook meerdere keren een foutief verzoek tot verwijdering ingediend met een blokkade door de beheerder van deze pagina als gevolg. Ik verwijs graag naar de boodschap van het contactcenter in eerder genoemd ticket, waarin een valide reden wordt genoemd om verzoek tot verwijdering in te dienen.

Hoor grag wat ik nog meer kan doen of moet afwachten met betrekking tot het verwijderverzoek van 02 jan 2026, omdat ik nu best wanhopig ben.

File:Michael-Schumacher 1950-2025.jpg - have I missed anything?

Hello VRT team, I was the AFC reviewer for English Wikipedia's article for Michael Schumacher, American author, who died a few weeks ago. I also translated the article into French Wikipedia, and want to translate into Spanish once the photo is available. In liaison with his daughter and a family friend I uploaded File:Michael-Schumacher 1950-2025.jpg - and then got the subject's daughter to fill in the Commons Creative webform, this was 2 weeks ago. The ticket number is:

Can I just check whether I have missed something, given the ticket is still pending? Apologies for hassling, the article is relatively new in both languages (there is also a German version) so I am keen to get a photo in while it is still fresh. Though I've been through CC before on Commons, last time it was pretty slick so I'm concerned that maybe I've missed some flag or setting. Apologies for this but without sight of that email we are stuck. If necessary I can reload the photo again and restart the process all over, but I am hoping to avoid that. The photographs are original family works. The photographers are either Mary Eastlake Pelc or her late mother Theodora Eastlake; copyright is now held by the Pelc family as heirs. Formal permission emails have been sent to permissions-commons@wikimedia.org and logged under VRT ticket number 2025121510000063.

We have explicitly granted CC BY 4.0 permission for these images as part of a larger archival contribution documenting Japanese–American comics and animation history. This is the second time files from this archive have been targeted for deletion despite permission being processed via VRT, which is discouraging when we are trying to share a larger historic collection.

VRT ticket:2025121510000063 contains a full explanation of authorship (Theodora Eastlake and Mary Eastlake Pelc) and a CC BY 4.0 permission for these three files, sent on 15 December 2025. We have not received a further response, and the files were deleted in the meantime. I hope for the undeletion of these three images. MasterRus21thCentury, I can't see the ticket, but COM:L says "Sometimes, authors wish to release a lower quality or lower resolution version of an image or video under a free license, while applying stricter terms to higher quality versions. It is unclear whether such a distinction is legally enforceable, but Commons's policy is to respect the copyright holder's intentions by hosting only the lower quality version."

Request for VRT ticket update – Philip E. Cryer image

Hello, I am requesting assistance with a VRT ticket related to the photo of Philip E. Cryer on Wikimedia Commons. Permission was obtained from Washington University, and the email permission process was completed. A VRT ticket was issued and the information was submitted, but the issue with the file still appears unresolved. I am new to the Commons permissions process and may have made an error when submitting the ticket information. I have attempted the process twice. He describes himself as the heir to the one of the people depicted's archive, what doesn't make any of them the authors of the photographs. In fact, some of them were made by Moisej Nappelbaum (d:Q1781790), who died in 1958, and whose post-1917 works are not free until 2033. there's a VRT release (ticket #2011091610010529) quoted on File:Experimental Aircraft Interior Lockheed Constellation.JPG, but the licensing template carries a quite unusual attribution string: "GDFL", which does not bear any evident relationship to the uploader. It instead looks like a misplaced old licensing statement. Could somebody please check whether there's some actual attribution requirement named in the ticket? Two identical images

Just to connect the dots: This image was uploaded recently under a CC 4.0 license and has been nominated for deletion as a pretty blatant copyvio, considering the copyright holder wrote into the metadata "No reproduction of any kind without written permission".

Now a new version of the exact same image (just png instead of jpg) has been uploaded under a CC 1.0 (!) license, and apparently an e-mail has been sent to the VRT team. Obviously I have no idea what's in that e-mail, but with the copyright note in the metadata saying the exact same thing as above, I have trouble believing any kind of a CC licensing.

The photographer confirmed that copyright was transferred to the uploader. The photographer is thus longer in a position to grant (or deny) permission.

I offered to add noindex to the filepage if CJMiller71 would ask VRT to confirm on-wiki that CJMiller71 does indeed represent (or is) Randy Lennox. Instead of getting confirmation from a VRT agent, CJMiller71 points to ticket:2026021310007032 and says "The VRT agent said for you to do it". This is not answering my question: does CJMiller71 represent Randy Lennox?

If CJMiller71's statement is correct, a VRT agent effectively made a promise on my behalf without fulfilling the requirement I set out to do it. If the agent is going to disappoint the user, own it. You can keep the hot potato. They made it VRT's business.

In order to aid with noindex requests, I require it. To me, this is reasonable. Maybe other editors don't require it. Maybe other editors think it's unreasonable. That's fine, you do you. But I am under no obligation to do anything. If any editor has completely arbitrary requirements to help others, that's fine. If any user offers to categorize up to eleven files of the requesters' choice, but the request MUST be made in the form of a haiku, that's totally valid. Is that reasonable? Who cares. It's an offer. Sorry, I initiated a new discussion, on an image of Randy Lennox, without realizing Alexis Jazz already initiated one, a month ago...

In it I wrote "Today (2026-03-17) CJMiller71 has requested a NOINDEX be placed on the image. I voiced my concern that it appears no effort has been made to confirm the real life Randy Lennox authorized these efforts."

Since then I've seen CJMiller71 also exchanged messages on User talk:Alexis Jazz#NoIndex_Request_for_Derivative_Crop. I think I pretty clearly explained to CJMiller71 that I thought they lacked standing to request courtesy deletion of images of Randy Lennox, unless Randy Lennox himself wrote to your committee, verified his real world identity, and then confirmed he had authorized CJMiller71 to speak on his behalf. From the comments there it seems they tried to confirm their own real life identity -- which I think is completely irrelevant to discussions of Randy Lennox images.

CJMiller71 mentioned an OTRS ticket number, 2026021310007032. IMO, if this ticket was not initiated by Randy Lennox, it is completely irrelevant. Without breaching the rules, can someone confirm Lennox himself had no involvement with 2026021310007032?

I think we have to regard CJMiller71 as, well, unreliable, since they implied Lennox himself corresponded with VRT, and it now seems they only tried to confirm their own real life identity.

Occam's razor, I think it is most likely CJMiller71 does work for Lennox, but at a very junior level, and either mid-level managers will not allow them to explain to Mr Lennox he has to take the time to confirm his real life identity to VRT, or they are simply afraid of him.

We received ticket:2026031110007614 from a @loftent.com email address regarding this request. However, it was declined by Krd, and I agree with that decision. We do not have an established process for "deindexing files" based on such requests, and I do not support introducing one. If there are concerns about how content appears in Google Search results, those should be directed to Google rather than to us.

From a technical perspective, deindexing a file in this way is not possible. Adding the __NOINDEX__ magic word will not work, as this magic word do not apply to content namespaces. Nemoralis (talk) 18:19, 25 March 2026 (UTC)

Nemoralis, VRT didn't have to deindex anything. All VRT had to do was confirm that CJMiller71 wasn't some rando. Which has now finally been done, thank you. If it had been done sooner, it would have given CJMiller71's deletion request some much-needed weight. As Jmabel put it: If there is a need to verify the identity of the holder of a particular account, and the account-holder wants to do that, and the only way to do that involves confidential correspondence, it seems to me the VRT should do that. [...] It's hard for me to see why this would be a lower priority than validating the permission for a particular photo.

Dear VRT Team,

I had posted a picture File:Calum Macpherson.jpg to be used in a related Wikipedia article. The photograph is owned by St. George’s University(https://www.sgu.edu). I had got the representative from the University to release the picture using the CC license. However, the VRT team member requested that the photographer who clicked the image should also authorize. It was difficult to trace the photographer (Kaiem Joseph), but we did so and got the email(dated 18-02-2026) from him also sent stating that the picture is owned by the University and have full rights. There is no further response from the VRT team and the image stands deleted.

Kindly let us know what is to be done next to review the release email and revert back the deleted image.

Questions about ticket access

1. Is ticket access logged? (e.g. "$user viewed $ticket_number at $timestamp")
2. If it is, who can review that log, and does it get reviewed regularly?
3. Is ticket access at all ratelimited? In other words, would a single account have the technical ability to scrape all tickets in existence in a short period of time?

As a regular VRT agent, I do not have access to any log showing that another user has merely viewed a ticket. I can only see logs for explicit actions taken on a ticket, such as following it, adding notes, merging, forwarding it, etc. I cannot speak for what logs are available to VRTS administrators beyond what is visible to regular agents, so I will leave that part of the question to them to answer if needed. Regarding rate limiting, the system is generally quite slow in practice, but this appears to be due to overall performance and not to any per-account access throttling that I am personally aware of, but for operational security reasons, details about technical safeguards against large-scale access or scraping beyond what we "mere volunteer agents" have access to or knowledge about are unlikely to be discussed publicly. --Jonatan Svensson Glad (talk) 20:25, 27 January 2026 (UTC)

I am a license reviewer and highly skeptical that the Myanmar government actually contacted VRT. This will remain in all sorts of articles for ages if there's not even a ticket. i'm having trouble with something: basically i uploaded the image File:Ruben Sim (2026).jpg on march 8th, and had the rights holder (ruben sim/ben simon, since it's a photo of him) email the commons permissions email. they seem to have misunderstood my intent when i clarified this (i told someone to get him to contact them, and he did) saying they did not accept "proxy statements", but it wasn't a proxy statement.

VRT replied to my initial concerns on march 10th (28 days ago) but haven't replied to my follow-up emails since, and the file is set to be deleted in 2 days because it hasn't been taken care of. i sent brief follow-up emails on the 19th, 31st and today. the image is currently being used in a GA about the subject, what should i do? Status for the ticket from pinkprogramming.se?

I assisted my colleague in sending a permission email to VRT a while ago, from a sender address ending in "@pinkprogramming.se", concerning a few files, one of them being File:Pink Programming logo (color).png. All the files in question were already deleted when the email was sent, but the instructions at COM:VRT assured me that undeletion would be handled by the VRT member with no further action required on our part. Since the files are still not undeleted, I would like to ask about the status for this ticket?

Since my colleague (who is the representative) sent the email, I cannot personally check for any reply from VRT, and she haven't told me that there's been any reply. I am also aware that there's no proof for my relation to the email's sender, but perhaps you're still allowed tell me. I can be reached by email for nonpublic communication. Potential Improvements to VRT

Hey everyone, I want to talk that a new way to approve VRTS should be introduced similar to how uploading Flickr images on Commons are done. The reason is that it is very time taking and complex work for the copyright holder that is approving the VRTS and sometimes they complain about the process when the copyrights holder already allowed to use there work on Wikipedia. So, I think there should be some changes should be done with the process.

The improvement that i am telling is to bring is that VRTS Tickets should not only be per images but should also be per copyright holders and a custom tag can also be given as per need. Like once the copyright holder allowed to use then only for regular updates from the copyright holder could be done as per need rather than asking permission for every time when the copyright holder is already willing to give images to Wikipedia under Creative Commons. As far as I can see, the files were uploaded by the Library of the University of Stuttgart using a custom licence template which I had built for them. This template has a parameter where you can choose a licence. I am pretty sure that they know that the images are in the public domain, but they did not realize that PD-old-120 would be the proper choice in this case. For files published more than 140-150 years ago, it is safe to add {{PD-old-70}} license as it is unlikely that someone lived 70-80 years past publication. User:Haendelfan might be taking over uploads from Library of the University of Stuttgart. The upload was part of de:Wikipedia:Museen BW. I know the persons involved personally, and I am sure that they do not claim copyright on the images in question. They simply didn't see that with cc-0 they *release* something into PD, rather than declaring that it *was* in PD.

This case can be resolved in under a minute by an experienced VRT agent familiar with self‑portrait permissions.
